The country's government is a monarchy.

The first monarch was Aë̱ren ek rö̱o Terd 1tas ek ra̱mox (2639 - 2597 BCE) whom his thirteen future advisers nominated. According to legend, he was the only one that had the potential to rule any country. He was also famous for devising a writing system for Mo̱d́ëṕö̭so and making plans for houses and schools. Under the ruler, there is a council who makes decisions.

Laws and punishments

There are laws against killing animals, as well as laws concerning education. They also cover crimes such as stealing. Normally, higher-class people get more severe punishments than lower-class people.

Castes

There are five castes in Elsendo (from lowest to highest): dog, cat, fish, human, hamster. They are determined by a test given in school at the end of year 0 and have nothing to do with the parents' castes. There is a belief that people of higher castes such as the "hamster" class must learn how to behave properly and those people are given more severe punishments. The lower castes are not the government's favorites; in fact they are not well liked.

People from the Hamster caste often have roles in the government, or in education. The lower castes are responsible for the labor in Elsendo.
