Eperne, pronounced [ɛ'pɛʀnɛ], officially the Communal Republic of Eperne (Epernean: Wikëstyg Tädterei et Eperne; pronounced [ fɪk’əstʏx tɑ:θtɛʀɛ ɛt ɛ’pɛʀnɛ]) is a confederation of different city-states and their respective territories (condominiums or god knows) , which exercise almost total self-government and only meet biannually in the Council of Eperne to discuss affairs related to the common foreign policy, currency, tariffs and disputes among members. It is located in the westernmost areas of the Talvian mainland along with the islands of xx and xx.
Eperne was sparsely populated by natives for over 10,000 years until the conquest and colonization by the Great Hyldian Empire in 1523, the number of colons, which after some sparse conflicts with natives would almost equal the population of the native Eperneans survivors. After the start of the postwar period, the Hyldian-Eperneans lost most contact with the motherland by the hard connection and relative isolation of Hyldia. The process of isolation of the colons forced them towards cooperation with the natives, who through interaction and interaction developed a common culture and language throughout the 17th, 18th and 19th centuries. However the fragmentation had lead to a weak political structure, where thousands of small polities fought for territory, this would change with the outbreak of the xx war in 1812, which would last until 1820 and that cemented the union of the major surviving city-states in a loose political union. Between 1820 and 1840, these cities would slowly absorb directly or into the confederation the rest of Epernean polities. The development of new technologies to resist cold conditions and the discovery of iron ore and coal during the late 19th century and of oil in the mid 20th century, helped the economic boom of Eperne, largely due to its free market practices and the dissolution of intercommunal tariffs and taxes, which helped create a common market by 1903.
Nowadays, Eperne is one of the world's most important centres of modern popular music, arts and media as well as the origin of both the neomodernist and postmodernist architectural movements. Traditionally, Eperne has been influenced by the philosophic ideals inherited form Anunsianism and Hyldia alongside the influence from its original inhabitants and from Nun Săwɨ, which has helped Eperne become a cultural melting pot, where minorities and immigrants are easily integrated thanks to a largely liberal culture. Despite its size, and due to the cold climate of much of the country, especially the northernmost areas and teh island of xx, the population mainly lives in the densely-populated metropolis of the coast of the Vaenon Bay, such as Dubuq, xx and xx. It is estimated that around 27 million people (or about the 80% of Eperne's population) lives in this metropolitan area, while the rest of the territory is largely dominated by a few mid-size cities such as xx, with large condominiums and a economy which relies upon etracting mineral resources.

Eperne works a federal semi-presidential republic under a constitutional framework established by the Organic Laws (Epernean: God knows) of 1824. The republic's powers are divided among the different states and the central state, concentrated in the capital city of Dubuq and separated among the different branches of government, the legislative, represented by the Parliament of Eperne and its two separate chambers, the Destyg Heslodteikánöite, the 770-seats large lower chamber and the Destyg Kopilstykze, the 100-seats large upper chamber and linked to the executive power through the General Procurator (Epernean: Kopilstyg Splodtei et Eperne), who in case of cohabitation with a first citizen of a different political party, takes pre-eminence as the representative of the executive power.
The representative of the state abroad and largest executive figure as long as cohabitation doesn't occur, is the First Citizen (Epernean: God knows), whose precise powers are the direction of foreign security and the role of commander-in-chief of the armed forces, but that have grown to include several other affairs mostly related with interior policy as long as it doesn't involve the states' jurisdiction.
Finally, the judicial branch of the government is formed by the different state courts of appellation, that finally answer to the High Court (Epernean: God knows), located in Dubuq, and whose resolutions take pre-eminence over the resolutions of other, inferior tribunals located in the states or in the different baronies composing Eperne. Usually, however, expect exceptional matters, the High Court is only charged with watching for the constitutionality of all laws passed by the other two branches at either self or the citizens' initiative.
