Samarkainia is a constitutional democratic meritocracy. The biggest power has the Country Wise Council of Samarkainia (CoWCS) in collaboration with the Country Justice Council of Samarkainia (CoJCS) which is the body of judiciary. The body of meritocracy is called the Country Knowing Council of Samarkainia (CoKCS) and on this council partly depends every appointment and job in the Samarkainia's government.

Elections

Samarkainia has a little complex system of elections. There are three kinds of elections.

Country elections

In country election are included all adult citizens of Samarkainia. The country elections are used to elect National Representatives and High Representatives. They took place every five years. Candidates needs to be previously approved by the Country Knowing Council of Samarkainia and they can be independent or members of parties.

Provincial elections

Provincial elections include all adult citizens of a province. The provincial elections are used to elect Provincial Representatives and Provincial Wise Representatives. This elections took place every five years. Candidates needs to be previously approved by the Provincial Knowing Councils and they can be independent or a members of parties.

City elections

City elections include all adult residents of a city and city's district (includes other villages and towns). The city elections are used to elect City Representatives. This elections took place every five years. Candidates needs to be previously approved by the Provincial Knowing Councils and they can be independent or a members of parties.

Structure

Wise Councils

Wise Councils hold the biggest power in Samarkainia. There are three types of Wise Councils: Country Wise Council, Provincial Wise Councils and City Wise Councils.

Country Wise Council

Country Wise Councils, officially known as Country Wise Council of Samarkainia, holds the biggest power in the country. Its purpose is to pass new laws and changing the existing ones.

Members

The CoWCS comprises of 72 members, 6 from each province, 3 men and 3 women; the members are called Wise Representatives (WRs). They are chosen by the people in each province on the provincial elections and previous approval of the candidature by the Provincial Knowing Councils. Candidates can be independent or members of parties. The candidature is allowed for anyone who has more than 20 years and is a citizen of the Samarkainia.

High Representative

The highest position in the CoWCS has the High Representative (HR) (currently is Ojèsal Enállaa Tóenejask from the Samóiken province). For the position of the HR can candidate one of the council's members and only one from each province; maximum number of candidates is therefore 12 (either man or woman). The candidature is approved by the Country Knowing Council of Samarkainia (CoKCS) but the position holds the one who wins the country elections with the majority.

Departments

The CoWCS is divided into many departments, each one responsible for a different thing. There are, for example, Department of Healthcare (responsible for health, hospitals, medicines …), Department of Energy (responsible for energy, power plants …), Department of Environment (responsible for environment, nature-protecting parks …), Department of Economy (responsible for economy, exporting, importing …), Department of Transit (responsible for roads, highways, railways, public transport …), Department of Education (responsible for schools, universities, education …), Department of Agriculture (responsible for farming, farmers, agriculture …), Department of Science and Technology (responsible for scientific researching, new technologies, development …), Department of Defence (responsible for educating interested people how to handle weapons) and others. Each department comprises of a few people, the department representative who has the highest position in a department (approved by the CoKCS) and some advisers and civil servants. They create new laws (considering their department) and if the laws are confirmed by the department representative, then the law goes to the proceedings by the Wise Representatives who decide, whether the law will be passed or rejected.

National Representative

National Representative (NR) is actually not a part of CoWCS but is generally placed here. The NR has the highest position in the country, although not the most powerful. Its task is to represent the Country of Samarkainia in other countries and to give the final yes or no decision about any law which is previously passed by the WRs. The NR is currently Deléktaj Alaneíe Sévrette from the Téllessel province who was elected in 2007 and will hold this position for 5 years (till 2012). For the position of the NR can candidate anyone who has 20 years and is a citizen of Samarkainia. The candidate gives its application to the CoKCS and if approved, he or she can now candidate on country elections. The position is given to that candidate who gets the majority of votes.

Passing and changing laws

The task of passing new laws and changing the existing ones have the Wise Representatives. The motions for new laws and changes of the old ones are given to the WRs by the department representatives and Provincial Representatives. The WRs have sessions every two days where they discuss motions. The law is passed if the majority of the members votes in favour and is rejected if the majority votes against it. When a law is passed by the WRs it is not yet fully passed because it needs the approval of the National Representative. If the NR agrees with the law, then the law is fully passed, but if the NR does not agree, then the law is rejected. The NR has to explain why the law is rejected and then some changes can be made to get the law passed.

The WRs have their sessions in the House of Wisdom, Esolténnea, Téllessel province.

Provincial Wise Councils

Provincial Wise Councils are the highest government body in provinces. Each province has one Provincial Wise Council. Its task is to administer provinces and to make motions for new laws which they send to CoWCS.

There are 12 Provincial Wise Councils:

  • Provincial Wise Council of Téllessel
  • Provincial Wise Council of Ajolísant
  • Provincial Wise Council of Wallíant
  • Provincial Wise Council of Eàmnant
  • Provincial Wise Council of Jellésant
  • Provincial Wise Council of Tookóant
  • Provincial Wise Council of Inévvant
  • Provincial Wise Council of Waléant
  • Provincial Wise Council of Weneíant
  • Provincial Wise Council of Asóisant
  • Provincial Wise Council of Nárajant
  • Provincial Wise Council of Samójant

Members

The PWCs comprise of 6 members, 3 men and 3 women. They are called Provincial Wise Representatives and all PWRs are members of CoWCS (where are called Wise Representatives). They are chosen by the people in each province on the provincial elections and previous approval of the candidature by the Provincial Knowing Councils. Candidates can be independent or members of parties. The candidature is allowed for anyone who has more than 20 years and is a citizen of the Samarkainia.

Members have their sessions every two days in City Halls in capitals.

Provincial Representatives

The highest position in PWCs has the Provincial Representative. There are 12 PRs, one for each province. For the position of the PR can candidate all members of the council. The candidature is approved by the Provincial Knowing Councils but the position holds the one who wins the provincial elections with the majority.

City Wise Councils

City Wise Councils are the highest government body in cities. Each city has one City Wise Council. Its task is to administer cities and cities' districts.

The CiWCs comprise of several members, normally 10 (5 men and 5 women), minimally 8 and maximally 12 members. The members give their candidature to the Provincial Knowing Councils and the PKCs approves from 8 to 12 candidates, who become city councillors. The highest position in the CiWCs have City Representatives, one CR for each city. For the position of the CR can candidate all city councillors. The candidature is approved by the Provincial Knowing Councils but the position holds the one who wins the city elections with the majority.

The city councillors have session every two days in City Halls in cities.

Justice Councils

Justice Councils (JCs) care the Samarkainian laws are properly used and interpreted in courts. There are two types of JCs; the Country Justice Council of Samarkainia and Provincial Justice Councils.

Country Justice Council

The Country Justice Council of Samarkainia is actually the highest court in the country, called Country Court. This court comprises of six judges. Each judge is approved to this position by the Country Knowing Council of Samarkainia. In the process, the defence comprises of two lawyers and the opposite side also comprises of two prosecutors. If a client cannot afford to pay two lawyers or prosecutors, the client has a right to one or two public lawyers or public prosecutors. The jury comprises of 24 members, two from each province, one man and one woman.

Provincial Justice Councils

The Provincial Justice Councils are actually the courts in provinces, called Provincial Courts. In this case, the courts comprise of two judges, each one approved to this position by the Provincial Knowing Councils. In the process, the defence comprises of one lawyer and the opposite side comprises of one prosecutor. If a client cannot afford to pay a lawyer or a prosecutor, the client has a right to one public lawyer or one public prosecutor. The jury comprises of 10 members, 6 (3 men and 3 women) from the province where the process takes place and 4 (2 men and 2 women) from other provinces.

Knowing Councils

The Knowing Councils are a body that represent meritocracy. Members of KCs approve candidates for different positions in other two councils, according to the candidates' demonstrated talents and abilities.

Country Knowing Council

The Country Knowing Council of Samarkainia is the highest body of meritocracy. Its members approve candidates for the positions of National Representatives and High Representatives in the government, but also the judges in the Country Court.

Provincial Justice Councils

The provincial Knowing Councils are the highest body of meritocracy in provinces. Its members approve candidates fro the positions of Provincial Wise Representatives, Provincial Representatives, city councillors, City Representatives and judges in the Provincial Courts.
