The Nitho-Salian Citizen Exchange Agreement or NSCEA (pronounced /ˈensia/) is an agreement between Salia and Nithalosia for two purposes regarding the exchange of Salian and Nithalosian citizens. The agreement was signed on 19th September 1988.

Part One

Part one states that:

• Nizaulodh citizens residing in the east of the Salian Empire are entitled to carry both a Salian and Nithalosian passport.
• this allows them to have social benefits in both nations at free will without need for residency, as well as vote and so on.
• travel restrictions are thus lifted for carriers of both passports between Nithalosia and Salia and where either nation has free travel agreements already in place.
  • For example, a Nizaulodh citizen may travel to Toitūkōlad as Nithalosia has an open border agreement with Toitūkōlad.
• Nizaulodh people in Salia act under the Nithalosian law.

Part Two

Part two states that:

• prisoners sentenced to a greater sentence than 5 years in the Nithalosian justice system are to be sent to military prisons in the Salian Empire.
• in Salia, they are legally released to the Salian government to do their martial bidding regardless of human cost.
• after the sentence has been lived out, the citizen is returned to Nithalosia. Those sentence to under 5 years imprisonment will remain in Nithalosian custody.
• should the citizen be of Salian origin or Salian citizenship, Salia must treat the prisoner as if they were a Nithalosian citizen under this part of the agreement.

Part Three

Part three states that:

• Salian citizens (other than those with dual citizenship) are legally entitled to live indefinitely without permit within Niđaš State (the only state in Nithalosia where such automatic permanent residency is recognised for Salian citizens) so long as they:
  • abide to Nithalosian law
  • register themselves with the Niđaš state board
  • register their permanent address as within the Surtinđaš/Zurtinþac municipality in Northern Niđaš state
  • do not move residence without informing the Nithalosian government and filing for the correct residency permit before relocation
• After three years under this part three (without long term residence in another country or city) a Salian citizen can apply for Nithalosian permanent residency for all states (usually 4 years for others).
• All law breakers are subject to the Nithalosian justice system and could face jail or being deported.
