Communism in Nithalosia
Being a communist state, the Nithalosian Government owns and operates most of the countries' major functions through external ventures. These include:
- Tarkan
- Personal Tarkan use raising (farms), sale, registration, licensing and monitoring
- Education - Primary, Secondary and Tertiary
- Privatised schools are allowed with a special license from the government, but have to pay large royalties to the government, this makes them rather expensive for students to attend and are usually specialised schools for the rich
- A private tertiary education sector is prohibitied
- Tourism
- Tourist operations to public areas and government owned parks and land are the exclusive right of government owned tourist ventures.
- Private tourist ventures may operate on privately owned land only and without any need for license or permission
- Public Transport
- An extensive electric train network covers most of Nithalosia (called the Great Nithalosian Rail Web) which is government owned and funded and extremely cheap to travel on due to subsidies (on average Z1.5 for a week's free travel, however, depends on region).
- Buses, taxi services, trams and other public transport are not preferred, but used in some contexts and are all fully subsidised where needed
- Government owned ferry services run between the port in Yamvox City and Seret City
- Nithalosian Airways is fully owned and operated by the government too, however no subsidies are granted for air-travel.
- Nithalosian Airports do not charge a departure or arrival fee for Nithalosian passport holders.
- Agriculture
- Farms are privately owned, but are all on contract to the government for supply.
- Grain, vegetable and meat processing plants and export logisitics companies are all government run and owned.
- Export
- All the ports are run by the government (minus the land leased to Rasoran Union in Yamvox City)
- Healthcare
- Hospitals, GP clinics and specialised clinics are all government funded.
- All routine operations will cost tax-payers no more than Z35.
- All GP visits will cost tax-payers no more than Z5
- All medication on prescription will be subsidised so the end price is no more than Z2.5
- Hospitals, GP clinics and specialised clinics are all government funded.
- Communications
- Radio and Television
- The government owns the towers, buildings and equipment but hires privatised ventures to run the business. This is to avoid conflict of interest between the parties
- Internet and Phones
- All the lines are government owned and private ventures pay a flat fee to rent the lines to the customers.
- Private ventures pay royalties to the government to keep their operation licenses.
- Radio and Television
States
The State of Nithalosia is split up into 5 administrative states as per the map on the left. The 5 states are: (Nixalox) Seret, Varta, Góvxa, Kóyan and Nixaş.
National Board
The "government" of Nithalosia is also known as the Nixalosia National Board found in the national capital, Nithash City. The national board is broken up into a few small sections which deal with the federal running of the state. The national board has the job of overviewing the jobs of all the main state boards. At the head of the national board is the president of Nithalosia. He is voted in by the 5 state council members and is usually a former member of a state board. The president has the power of vito over the other boards and can instantly refuse to allow a law to go through in one of the 5 states - he is essentially the teacher in the playground. The national board also has a board of 7 Internal Integrity Officers who can appoint a new chief of a faction or remove any public servant from their job if they see fit they are not doing their job.
The national board is broken into factions which are in turn broken into offices. Each office is an administrative player in enforcing the national standards and laws. Each faction has a building in one of the state capitals in the nation (for example, the building for the offices of the Trade & Commerce Faction is in Góvxa city) where it is broken into the individual offices.
Each faction has a chief who is effectively the head of the faction. He makes sure the factions offices are running to their proper abilities. Like the state board members.
When a faction wants to pass a new law or regulation, it must be drafted by the staff of the office or faction involved first. From there, the faction chief must approve it. Once the faction chief has approved it, it must go to national vote (assuming the president has approved it from here). Once all the states agree on the new regulation, the law is put into affect.
State Boards
The state boards are a board of 12 bureaucrats who are appointed to make the laws and regulations of the state. Each state board must provide a state public forum in it's capital where issues can be brought up before the 12 council members and possible overthrow of the current powers is possible.
When a new national law is drafted by the National Board, there must be a majority vote from all the state boards on whether this law is to pass or not. Should it fail, each individual board may choose to adopt the new laws for itself. Local laws are enforced by the police in each state, while there is a National Police Force (NPF) who act as federal police over the whole nation.
The state boards cannot make laws in areas that a national faction already takes care of. They can only run their own state matter and finances etc. For example, the state board cannot make a law related to international trade or the military as these are decided on a national level.

Taxes and Social Welfare
In Nithalosia, citizens are free to choose whatever career path they wish to after graduation from compulsory or extra education. The minimum wage for a citizen over 16 is Z5.2/hr. It is illegal to work if you are under 16.
In Nithalosia, the taxes are as follows: - Income less than Z8,000: 1% - Income less than Z25,000: 55% - Income greater than Z25,000: 65%
There is also an optional, automatically deducted superannuation tax for all citizens of 5% added on top of the taxes already deducted. This is put into a fund that will be used when the citizen retires. Usually a retired citizen who has paid tax for more than 10 years is entitled to receive a pension, however citizens who have paid the extra 5% will receive 50% more pension for 6 months for every year they paid the additional 5%. For example, if one person paid the extra 5% for 6 years, they are entitled to 3 years of the 50% boost in their pension.
Social welfare in Nithalosia is strict. There are a few types of supplements one can obtain from the government.
- Unemployment Supplement
- For people who are unemployed and it is out of their control
- They must be seen to be actively searching for a job
- If they are fired from a job, they must wait 2 months before they can claim the unemployment supplement
- Disabled Supplement
- Physical or medical reason the applicant cannot work
- Must be involved in community work instead
