Tirvis Elkunne (IPA: /ˈtʰɛ̢ɚvɪs ʔəlˈkʰʌni/; In Qitsári: Tirvis Qelkùnné, IPA: /ˈtirvis ʔɛlˈkuˌnːeː/) is an exclave of the capital city Qelkunno. It was founded at the mouth of the Karvén River in 1791 as a port colony for the capital, because Qelkunno's own ports had silted up during the times of political crisis.
The city is home to nearly 200,000 citizens today and is one of the most important ports of the Empire.

History
Founded in 1791 the city grew from a simple port with a fortress into a real city with its own cultural and educational institutions.
Geography
The city is located directly at the mouth of the Karvén River in the Southern Bay, just a bit to the south of the capital itself.
Cityscape
The area of the ports with its docks, cranes, granaries and storehouses takes up the biggest part of the coastline, although there are also some recreational beaches. The skyline is also dominated by the towers of the Small Town Hall and the Guild Houses as well as the fortress.

Tirvis Elkunne is devided in three districts, the Fortress District, the Port District and the Town District, called Town, Port and Fortress by the inhabitants for short. Although this division in districts is official, inhabitants of Qelkunno proper call Tirvis Qelkunne sometimes "the 22nd district", which doesn't reflect the administrational partition of the capital, but rather the attitude of its inhabitants to their port colony.
