The Zagna Pact (Սագնաօթ Բրամվա / Sagnaöx Bramva in Nithalosian, Zagna Dhauqaig in Seretian, "まて ざがな"/"Mate Zagana" in Hoshimepe) is an international treaty designed to promote trade, travel and peaceful international relations between the signed nations.

Nithalosia Disbandment
In 2009, Nithalosia left the Zagna Pact. Although they retain the use of the Zagnan Zara currency, the country no longer has any diplomatic obligations to the Zagna nations. The Zagna offices still remain in the country of Nithalosia though until another country offers to assume control over these.

The following is a list of offices for the Zagna Pact delegates and events. These offices kind of work like embassies, but deal only with Zagna Pact citizens and other Zagna Pact nations.

History
It started off as an agreement between the old Independent Seret and Nithalosia to work together, but grew into something much bigger later on once the nations were joined and other nations offered to join the pact.
Since it was written, there has been just the one revision of the terms.
The Pact Text

| Article One | The Zagna Pact is the agreement between nations to abide by the following articles in all three sections. |
| Article Two | A nation does not need to be geographically aligned with the Strait of Zagna to which the pact was originally intended, however, the nation needs to obtain three signatures from the three highest officials from the lawful government of the joining nation (hereby known as the “signed nation”). |
| Article Three | The Zagna Pact headquaters are to be based and always shall be based in Seret City in the State of Nixalox Seret in the Nation of Nithalosia regardless of military, political or social situations. |
| Article Four | Any nation breaching any following article can have their link to the Zagna Pact terminated at any stage by the High Councillor of the Zagna Pact Central Headquaters (in Seret City only) without any prior warning or notice to the offending nation. |
| Article Five | A nation who wishes to leave the pact must give their official notice to the High Councillor of the Zagna Pact Central Headquaters (in Seret City only) 30 days prior to their self-dismissal from the declaration. |
| Article Six | A “lawful” government is a government which has obtained it's status legally via being appointed or suggested by the people, or without any form of military intervention. |
| Article Seven | Each nation is allowed to select up to three representatives to sit on the Zagna Pact Council at any meeting they should so wish. |
| Article Eight | The Pact, its Council, and the members of its Council are responsible for keeping a general peace in the world, whether this requires avoidance of conflict or involvement. The decisions of the Council, once recorded, should be known as final and binding for every signing nation of the Pact. |
| Article Nine | No particular person, being, or entity shall lead and preside over the Council, its members, and/or representatives of the Pact's signing countries: each represented country shall have equal opportunity and voice at any meeting of the council and during any form of communication or diplomacy. |
| Section 1: Free Trade Agreement | |
| Article One | No signed nation may charge a tax, fee or fare for the benefit of a local lawful government solely for the import of legal goods from another signed nation to another. |
| Article Two | No signed nation may charge a tax, fee or fare for the benefit of a local lawful government solely for the export of legal goods from another signed nation to another. |
| Article Three | “Legal goods” is defined as anything which is legal under the local authorities and their legislature and are excluded from Articles One and Two of Section 1. |
| Article Four | All nations will have to accept the Nithalosian/Zagna currency (“Zira” / “Սիրա” / “Sira” / “Zeirau” / “じら” / “Jira”) as an alternative to their current currency. It is the choice of the signed nation whether to adopt it as the sole currency or not. The aforementioned currency cannot be refused inside the signed country when used at any point of sale within the country's borders. |
| Article Five | Nations may however tax imported or exported legal goods for anything other than the fact it is being imported or exported. This means you can tax it for the sale, for the storage at port, for using the port facilities etc. |
| Section 2: Free Travel Agreement | |
| Article One | No citizen of a signed nation will require any form of visa or permit prior to immigrating or entering the other signed nation. |
| Article Two | No citizen of a signed nation will be held up at any border customs control upon entrance to another signed nation, except a single check for import of illegal goods under local legislature or for a check on suspicion of possible criminal activity. |
| Article Three | No local lawful government can deny dual or multiple citizenship to a citizen from a signed nation with the original signed nation and another. |
| Article Four | A citizen of a signed nation will have the right to work and live in any signed nation without need to notify local government or equivalent authorities and without prior permits |
| Article Five | The Zagna Pact does not automatically qualify any nation for citizenship in another signed nation, only permanent residency tops. This also means a virtual “Zagna Citizenship” cannot legally qualify as a citizenship of a signed nation and is exempt from this declaration. |
| Article Six | An immigrant to a signed nation traveling on the articles declared in this section is not in any way automatically entitled to social welfare or free or subsidised healthcare or transport under local policies. |
| Section 3: Peaceful Relations Agreement | |
| Article One | No signed nation may declare war on, or unlawfully invade another signed nations territory without prior permission from the Zagna Pact Central Headquaters (in Seret City only). |
| Article Two | All signed nations have an obligation to assist in miliatary operations if the Zagna Pact Central Headquaters requires of the signed nations assistance. |
| Article Three | No signed nation may engage in any conflict with an unsigned nation without first notifying the Zagna Pact Central Headquaters (in Seret City only) within 30 days prior to the first offences. |
| Article Four | No signed nation will take prisoners or create conflict on the basis of race, religion or gender at all. |
| Article Five | Local law enforcement of a signed nation may hold an arrested citizen on any suspected charge for up to 21 days without formally charging the arrested. |
| Article Six | All signed nations will co-operate with each other in regards to international crime fighting without any delays or ultimatums and will refer arrested citizens to the law enforcement of their nation of origin. |
| Article Seven | Any signing nation involved in a political or militial conflict with a signing and/or non-signing nation(s) may formally request any form of aid from other signing nation(s). |
| Article Eight | The signing nations, after gaining explicit written approval from the Council to send a certain form of aid, may then send aforementioned aid to the requesting nation. The duration, rate, and magnitude of this aid may be proposed by the providing country, but is ultimately decided, finalized, approved, and enforced by the Council. |
| Article Nine | Any signing nation involved in a political or militial conflict with a signing and/or non-signing nation(s) should attempt to make peace with other participants before entering into or continuing with physical conflict. |
